92 Volkswagon that speeds up then slows down while foot remains constant on pedal. What gives?

My Volkswagon Jetta (92) has problems randomly while driving it. While my foot remains on the pedal, my car will speed up then slow down constantly. If I leave my foot on the pedal, it will continue to slow down, so instead I have to pump it slowly until it finally kicks in. Usually it has trouble in the 55 to 75 range. Anyone know what's up? Any ideas would be benefical. I've heard it might be the fuel filter. ?
